The House, however, controls the purse strings.
If the rats pass legislation in the Lame Duck session that the new Congress disagrees with, the new Congress....meaning, the House of Representatives....should refuse to fund the new programs passed during the Lsme Duck session.

They will be too busy dodging subpoenas and facing Senate and House investigations, followed by Articles of Impeachment... I know it seems unlikely but there is a growing movement in DC for this to happen. This came from someone that works there.
