The fact that a liberal survey ranks Obama’s transformative presidency so low is certainly a signal that the bloom is off the rose at least with many liberals in academia.
I would have guessed that a group of academics would have made him a “near great” at about #5 or #6.

They ranked Reagan at 18 with FDR, Wilson, Kennedy, Clinton and Obama all above him. I didn't see the actual list, but I'm sure LBJ and Carter were probably above Reagan as well. The Soviet Union couldn't have arranged the list any better.
