Nothing new under the sun! From over 40 years ago. http://www.washingtonpost.com/wp-dyn/articles/A19307-2004May11.html I was blessed to have worked with Mr. Fulton during my USAF years. True Renaissance man.It had to have been new when Mr. Fulton invented it.
Or, if he got it from somebody else, it had to have been new at some point.

All those people in the 50s who envisioned wed all by driving flying cars by now forgot to take into account a micromanaging government bureaucracy that killed the possibility due to over-regulation. While over-regulation is generally a problem, in this case the (im)practicalities of flying cars would have killed the idea in any case.
Just imagine a rush-hour jam of 100,000 flying cars all trying to get home at once.....
