It’s not a given that a carrier will be around when the shooting starts. It may well be that the USN will keep their carriers well away from a high threat environmnent until the situation ‘develops’ — particularly if there are enemy subs lurking.
In that situation your Aegis/SM system becomes your outer-most defensive layer.
We’re talking about a high-threat environment where there is a probability that there will be a saturation-level attack that can overwhelm Aegis. To the point where you’d need to fire off everything, then do an at-sea reload because more attacks would be imminent.
In that scenario it’s pretty much guaranteed that a carrier would be present. The USN got out of the “leave your high value surface assets alone to die” at Savo Island, or perhaps a bit later with Bull’s Run at Leyte Gulf. And even a Perry or LCS is too valueable to use as a picket/magnet like at Okinawa.
Scenarios like that is why we should build the Arsenal ship. Separate the sensors from the weapons - you could put 2-3 of them in a carrier/surface group and send them back after expended with a Burke and/or Perry to escort them while another group rotates in.
If you build a stealthy modular ship capable of carrying 150+ VLS tubes, 8” guns, or whatever they would be useful and in usage for a long time.
