The chairman of the agency that proposed this is saying he thinks it is a terrible idea? What does he do all day? Did he not see this proposal before it was presented for public viewing? Frankly, I don't believe him. I'm sure he thinks it is a fantastic idea, he's just trying to figure out how to sneak it through.
