The continuing Gulf leak is a demonic animal sacrifice to Dagon via "drowning" orchestrated by a cabal of black wizards, with Barry as their current visible high priest and Dark Magi.
This "leak" is a precursor to a massive burnt offering sacrifice to Moloch by the same group. However, the burnt offering sacrifice will be human and on a similar scale.
Barry and the other "wizards" wouldn't describe themselves in these terms, or what they are doing in the context of supernatural sacrifices. But that doesn't change the fact that they are.

The Jones Act has been waived numerous times and rarely gains national attention.
The act was waived at the start of the Alaskan pipeline because the US did not have the tanker capacity. We built capacity and the waiver was cancelled.
Both presidents Bush had waived the Act.
Admiral Thad Allen just spoke about the Act and said the Act was not stopping the importing of equipment and no one had asked to waive the ACT.

It does seem that personal interest directs most actions by this president. Another item of personal interest to consider is that if the oil had been contained before reaching shore many Obama supporters who have never worked a day in their lives would have been deprived of the right to file claims for lost wages and profits from non existent occupations.
While many good and honorable people will unnecessarily suffer, this is going to turn out to be a poverty pimp’s dream. You are already seeing complaints about slow payment and how unjust it is to require documentation on claims for loss. “Clean up” of the oil is not nearly as important to this administration as the other type of “clean up” that will occur.

United Nations.
The U.S. response - Thank you, but no thank you, we've got it.
..While there is no need right now that the U.S. cannot meet, the U.S. Coast Guard is
assessing these offers of assistance to see if there will be something which we will need

Dutch news site De Standaard also reported Belgian and Dutch dredgers have technology in-house to fight the oil spill in the Gulf of Mexico, but the Act Jones forbids them to work in the U.S.

But when we have a tremendous disaster, threatening the livelihoods of millions and billions of dollars of economic activity, Barry0 invokes an Act covering the sovereignty of our trade unions and slaps away the hands of several nations who offer assistance?
Never mind that these ships wouldn't really be involved in shipping goods as is covered by the Jones Act. Forget poor leadership skills this is a deliberate obstruction. Things could have gone better if no one was in the WH.
