If you are avoiding an inspection it can be assumed you are hiding something. No different than if you see a police checkpoint on you way home and run it or turn around and flee.

Well i would not go this far and say they would become a combatant because of that. But for the rest i agree with you. This is exactly how Israel should handle this in Future. Wait untill they reach Israeli Waters (or the blocade line) then use a “civil” or police unit (like cost guard) to stop and inspect the ship. (like all other nations would do). If they then refuse to stop and getting controlled or don´t follow the orders Israel has every right to use appropriate force (Sorry but this doesn´t include torpedos ;-) to stop them. Nobody would deny Israel this right (because every country would act the same) because they would be backed by international law too.
