Sasol is marketing coal to oil plants in China and Indonesia. They’ve got 40 years experience running these things.

Wrong, the people doing the exploration and drilling bear the responsibility, your comment completely skirts the issue. You didn't refute a single thing I posted.

Is the land owner of a land based well responsible for the negligence of the driller and the oil exploration company?

I read that a University in Texas has developed a process to turn coal into gas at a cost of about 28 dollars a barrel. assuming the barrel is 55 gallons, that works out close to 50 cents a gallon.

A barrel of oil is 42 gallons. That's because it was originally shipped in whiskey barrels.

If you have a property for rent and you bring in a tenant who blows up his apartment it is your responsibility to pay for the damage and reimburse the other tenants for their losses.

That doesn't mean the bad tenant can't be sent to prison, or sued, or bodily violated, or whatever, but you, as a landlord cannot escape your primary resposibility.

We would hope that you carried suitable insurance eh!

The oil lease already makes the tenant ~ the oil company ~ liable, but it does not release the US Government from any of its responsibilities.

BTW, you, as a landowner, are ALWAYS responsible for the use of your own land ~ presuming you own it. In coal country it's frequently the case that other parties own the subterranean coal. One common "party" is the US government where it RESERVED the mineral rights.

This is why you want to buy title insurance when you purchase real estate.

You are relieved of your responsibility for whatever happens to your neighbors as the coal miner pulls it out of the ground, but HE is not relived of that responsibility even if he rents out the mining operation.

I'm not trying to pass myself off as an "expert" on barrels or gallons per barrel, so thank you for your kind correction. Yes, per Wikipedia: There are 55 gallons in a drum and 42 gallons (1 U.S. gallon = 3.78541178 liters) in a barrel (i.e., 1 barrel = 158.9872948 liters). But this is the article to which I was refering:

Texas University has Eureka moment - coal to gas

"The Texas researchers, who worked on the project for about 18 months, expect the cost to drop further. "We're improving the cost every day. We started off some time ago at an uneconomical $17,000 a barrel. Today, we're at ... $28.84 a barrel," Rick Billo, UTA's dean of engineering, told an Austin television reporter.

Texas lignite coal sells for $18 a tonne. The coal conversion technology uses one tonne of coal to produce 1.5 barrels of crude oil. One barrel of crude produces 42 U.S. gallons of gasoline. In other words, $18 worth of coal yields 63 gallons of gasoline: 0.28 cents a gallon."

i certainly believe that there is sufficient technology now to bring the cost of all energy usage down to pennies for the consumer. Ain’t never going to happen without a dramatic shakeup in our Government.

If you search just a little you quickly figure out that BP is one loser of a company. They have done everything from take every short cut, get into bed with the Iranians and do just about anything for a buck whether it blows up in their face or not for years and years now.

They are the worst example of a poorly run mega corp. that I can think of. Few rival their incompetence.

Our biggest problem has and will always be the enviro Marxists who masquerade as environmentalists but are in reality just part of zeros Manchurian Marxist brigade,an important part.

They have achieved enough wealth that they can get almost anything declared out of bounds for drilling and then get their left wing lawyers, who will do anything for a buck, to back them up forever. They have all but destroyed the country.

Right there you hit on the answer. I’ve been trying to get that point across for a long time.

Presidents, Vice Presidents, Senators, and Congress persons, and all their advisors come, and go, but Bureaucrats are forever, and they are the backbone of the government. It is they that play the games, manipulate the temporary elected newbies, and force the direction this country goes.

Those with designs against this Nation have learned who is really the guiding force in our government as the people, the American citizens whom are allegedly in charge are sleeping on the job, too busy with their personal lives to pay attention to government, so while they sleep the players play.

Your talking tort law, which is still beside the point. Apparently you are move interested in arguing than you are in accuracy.

I am fully aware of property owner liability as well as what is involved in mineral rights. All of it is irrelevant. You still haven't answered my main points. Your still talking legal mumbo jumbo. BP is the responsible party and TRansocean is the secondary party.

Always remember, these guys LEASE the sites ~ they don't own them. When the roof falls in on an apartment building that's the landlord's fault. Same with offshore oilwells ~ the blow out devices fail, that's the landlord's fault!

Terms of the offshore leases include responsibility for the spills.

No, the terms of the leases involve setting limits on liability ~ per whatever the law is on the day they sign the lease.

Nobody signs a lease with unlimited liability ~

The limits are for economic damage.

They have full responsibility for cost of clean up.

They limits are only applied to paying people who sue for things like loss of fishing or other business.
