The oil lease already makes the tenant ~ the oil company ~ liable, but it does not release the US Government from any of its responsibilities.
This is why you want to buy title insurance when you purchase real estate.
You are relieved of your responsibility for whatever happens to your neighbors as the coal miner pulls it out of the ground, but HE is not relived of that responsibility even if he rents out the mining operation.

i certainly believe that there is sufficient technology now to bring the cost of all energy usage down to pennies for the consumer. Ain’t never going to happen without a dramatic shakeup in our Government.
They are the worst example of a poorly run mega corp. that I can think of. Few rival their incompetence.
They have achieved enough wealth that they can get almost anything declared out of bounds for drilling and then get their left wing lawyers, who will do anything for a buck, to back them up forever. They have all but destroyed the country.
If we don’t drill for it then neighboring countries including Cuba certainly will. They can suck our border reserves dry with straws from their side.

Right there you hit on the answer. I’ve been trying to get that point across for a long time.
Presidents, Vice Presidents, Senators, and Congress persons, and all their advisors come, and go, but Bureaucrats are forever, and they are the backbone of the government. It is they that play the games, manipulate the temporary elected newbies, and force the direction this country goes.
Those with designs against this Nation have learned who is really the guiding force in our government as the people, the American citizens whom are allegedly in charge are sleeping on the job, too busy with their personal lives to pay attention to government, so while they sleep the players play.

They have full responsibility for cost of clean up.
They limits are only applied to paying people who sue for things like loss of fishing or other business.
Existing law holds companies accountable for all the costs associated with cleaning up oil spills and up to $75 million in economic damages, though even that liability limit does not apply in instances of gross negligence, willful misconduct, or violation of applicable federal regulations, said Gerard. Injured parties can also pursue damages in state courts, which are not limited by the federal liability cap, he added.
