A poster child for ending the anchor babies is Anwar al-Awlaki. He was born of two Yemeni parents in New Mexico and was accorded US citizenship. Were his parents both U.S. citizens when he was born, or was he an "anchor baby"?

No. They were both on student visas. Somehow they are both citizens now.
