This is a real problem for the folks living in these border towns. Most of them were founded on Vise, people from the US going to them to get booze and gamble when such distractions were not available in the US.
Now again they are used to support vise in the US, with drugs being transferred to addicts and users here in the US.
Personally I think I would declare martial law in these area's and hire mercenaries.
