Pres. Barack Obama promised Americans “health-care reform.” So far, “health-care form” is more like it.

Obamacare is devolving into the Paper Industry Salvation Act of 2010. This new law spans 2,562 tree-killing pages. Far worse, it will force Americans to spend countless irritating hours completing, transmitting, and filing endless reams of federal paperwork.

The scariest news for America’s forests may be a brand-new mandate that will compel each business — from General Electric to the neighborhood handyman — to file an IRS Form 1099 for every business on which it spends at least $600. Form 1099 today applies only to independent contractors, e.g. a graphic artist who earns $1,000 for designing a sales brochure. Come 2012, Obamacare will vastly expand 1099s to sellers of goods as well as services, and not just the self-employed, but also businesses — large and small.

Small businesses fear that they may face expensive new payroll paperwork requirements as part of little-known tax provisions in President Obama's healthcare overhaul.

Starting in 2012, the law would require all businesses to file special forms with the Internal Revenue Service not just for freelancers who work for them, as in the past, but also for stores, vendors and anybody else from whom they buy more than $600 in goods or services over the course of a year.

While the full cost of President Obama’s health-care legislation won’t be apparent until federal subsidies to the uninsured start flowing in 2014, Americans are getting an early glimpse of some of the unintended—but very costly—consequences of rushing through a 2,400-page bill affecting 17 percent of the economy. Since the president signed the bill into law on March 23, dozens of companies have reported to the Securities and Exchange Commission the losses that they expect to take as a result of the legislation. (Companies that offer drug benefits to their retirees will now be taxed for the partial federal subsidy that they receive for each retiree.) The U.S. Chamber of Commerce estimates that as many as 40 major companies will take a hit, for a total of $3.4 billion; other cost estimates run even higher.

President Obama guaranteed Americans that after health reform became law they could keep their insurance plans and their doctors. It's clear that this promise cannot be kept. Insurers and physicians are already reshaping their businesses as a result of Mr. Obama's plan.

The health-reform law caps how much insurers can spend on expenses and take for profits. Starting next year, health plans will have a regulated "floor" on their medical-loss ratios, which is the amount of revenue they spend on medical claims. Insurers can only spend 20% of their premiums on running their plans if they offer policies directly to consumers or to small employers. The spending cap is 15% for policies sold to large employers.

Long after the votes to approve the government takeover of health care, bureaucratic number-crunchers are finally doing the math to figure out how much it will cost. The Centers for Medicare and Medicaid Services concluded in April that Democrats double-counted projected Medicare spending cuts as savings and for helping ease existing financial strains on the Medicare system. It can't do both. Correcting this accounting gimmick adds $89 billion to government medical costs over the next decade.

Almost every week for several years, Anne Marie Maffuid received a yellow piece of paper saying that the Medicaid-provided care for her mother would be terminated.

The reason: Maffuid’s mother has ALS and her condition wasn’t improving. ALS is a chronic disease, which, almost by definition, means that her condition is not expected to improve. There is no cure for ALS. Wheelchair-bound, Maffuid’s mother needed help showering and feeding herself, among other things; Medicare paid for a visiting nurse and therapy.

House Speaker Nancy Pelosi wasn’t kidding when she famously said Congress had to pass Obamacare “so you can see what’s in it.” And now as more people find out what’s in the 2,700-plus pages of the law, a steadily lengthening list of President Barack Obama’s promises are being exposed as empty.

Obamacare was going to reduce federal health care spending. Now, the Center for Medicare and Medicaid Services in the president’s own Department of Health and Human Services estimates federal health spending will increase at least $311 billion. Obamacare was going to let everybody keep their private health insurance if they chose to. Now Fortune magazine reports that companies across the country are looking at dropping health coverage for their employees because Obamacare makes it profitable to do so. Obamacare was not going to raise insurance premiums. Now another CMMS report says premiums are going up because of Obamacare’s provision allowing children to stay on their parents’ policies until age 26.
