Supposedly Deakin’s campaign said he submitted enough signatures to qualify for the ballot. Deakin should be allowed to any debate for the seat

Not unless the opinion polls show he has some decent level of support. It's become common practice to exclude minor candidates who only have support in the single digits from most debates. It's a waste of time to allow people in who have no support, and no chance of winning.
