It can be perfectly legal cargo in the baggage hold.

But there would be lots of paperwork, permits, and a heads up from JFK to the Egyptians.

The Egpytian officials obviously were caught by surprise and would not have detained him if all was legit and done in the open.

BTW, one report has it that a number of weapons were in secret compartments in the luggage, possibly a carry on.
