Sex assault a 'trade-off' in mental ward, administrator says

Milwaukee County's top mental health administrator intentionally houses female patients with men known to be dangerous "because the presence of women reduces the likelihood of the men being violent," according to a county supervisor's letter obtained by the Journal Sentinel.

John Chianelli, administrator of the county's Behavioral Health Division, told county supervisors during a closed-door session last month that segregating men and women would result in more violence.

"It's a trade-off," he said. "Putting 24 aggressive male patients into a male-only unit would increase the level of violence in the unit."

Chianelli's remarks came during a County Board committee called into closed session on April 14 to find out why there are reports of an increasing number of sexual assaults at the county facility, including the rape of a 22-year-old pregnant woman last summer.

Sounds as if they haven't wised up since my brush with Milwaukee County Hospital over 30 years ago. I was breakin’ ribs coughing. Finally went to County for an xray. The found some small TB scars. Locked me in the TB ward with really sick people for a year before doing a bronchoscopy and discovering I had noncontagious Atypical TB, probably contracted whist working in the garden. Yes, you can get TB from working with tuberous plants. I had a huge Lily bed that I split up every year or so. Ended up having to take TB meds for two years! The point is, THEY FREAKIN’ LOCKED ME INTO A CLOSED WARD FOR OVER A YEAR BEFORE THEY DID ANYTHING! Is that what they did with AIDS patients? Sorry for the rant, but Milwaukee's med stuff has been screwed up forever!

The vacant seat is because the supervisor was convicted and sentenced to jail for campaign fraud. (sigh)

Translation: letting male prisoners rape female prisoners reduces aggression against unionized staff. The administrators want to keep labor trouble to a minimum.

I'm also going to be interested in what race most of the raped women belong to.

I am so sorry to hear that. The horror stories about County Hospital have been around ever since I can remember.

How did you finally manage to get out? Did you need legal help?

For those of you who are shocked, this has been going on for years and years. Coed units do decrease violence but the sexual assault part has been kept quiet.

There was a famous case at Johns HOpkins some years ago you might remember. An anchor woman was on a psych unit and was raped by a sex offender and the police were not called. THey wouldn’t let her leave and she eloped to another hospital. Before the cops were able to investigate, Hopkins transferred the male to an out of state hospital thrwarting the cops.

Eventually, she sued and Hopkins paid huge bucks to her to settle.

The man was an offender being treated by a doc there whose practice was treating male sex offenders. they knowingly put him on a coed unit.

Women lessen violence in society in general. That is the thinking. But sex offenders are in a different category. They need jail.

There are a lot of these ivory tower eggheads in the Obama administration.

What will medical care look like when they have been allowed to tinker with our lives via their crackpot theories?

When they finally did the tissue sample, and found my problem was Atypical TB, and not something I could infect another with, they let me out. But it was over a year of my life gone. My electronics job, gone. My apartment, gone. All my belongings, gone. I had to work as an ACE janitor for a good while to just get back on my feet. If they had done the sample immediately, none of that would have happened.
One day I got the xray. They told me I had broken ribs again, and gave me codeine. Called me back the next day for a conference. Some conference! “You have TB, and are being placed in a locked ward.” Out of sight, out of mind! I lost everything!

THis has been going on at least 40 years,,the move toward coed psychiatric facilities. Can’t blame this on Obama. Or on health care.

The idea did originate with egg heads I guess, sociologists. And it has been expanded to college dorms and many other facilities.

I think the outrageous thing is the guy’s sort of cavalier acceptance of sexual assault.

Only a complete idiot would put a woman in harm’s way to make their job easier. I’d fire the lot and get someone who understands what prison’s are for.

Perhaps slightly off subject - but this is about as dumb as putting Navy waves on a submarine with a couple hundred or more sex-starved seamen! Nothing good can come of that situation either.

There are two possibilities.

1) The reporter writing the story has mucked it up completely and has taken things that Chianelli said and mixed them up for sensationalism. (Naww, reporters would never do that, would they?)

2) Chianelli is nuts. And dangerous to all his patients, not just the women.

If the correct answer is 1, I sure hope Chianelli made a tape of the interview. His career is probably ruined otherwise. If it's 2, it's a good thing his career is ruined.

Soooo, they are saying that to keep these men from being violent, they are offering up these women against their will to be the ‘relief’ by being raped.

Reminds me of the "Comfort Women" enslaved by the Imperial Japanese during WWII.
