A leopard can’t change his spots! Civilization takes hundreds of generations to develop, it can’t be taught!
In 1984 I was working in N’Djamena, Chad. I had to go to the airport there one afternoon. A USAF C-141 had just landed and discharged its cargo: a company of Zairois (Congolese) troops; they were supposed to helping Chad in their war against Libya. The were milling around the arrivals area, dressed in U.S. camo and carrying M-16s; I don’t know if the weapons were loaded or not, but the troops certainly were. I picked up my pax and beat feet on out of the airport.
