The situation seems pretty easy to resolve. Every state that wants them simply pass a law allowing them, every state that does not pass an Arizona style law. Everyone shifts to their new residences, perhaps with the states in favor paying for the moving expenses.
This one seems very easy.
I think Rush had a good idea: Send all the illegal alien criminals that are caught in Arizona to Nancy Pelosi’s sanctuary city of San Francisco where they can receive compassion and amnesty - and see how they like it!
