"A series of decisions taken over the last few years in Europe have alarmed me. The first imposed the rule of unanimity within the European Union for any decision regarding foreign policy or the use of armed force for other than humanitarian purposes. Because everyone must agree, nothing is agreed. As a result, Europe cannot develop a common foreign policy.
The second alarming decision limited the Union's budget to a mere 1% of EU GDP, thus preventing any new common policy initiative for much of the past decade. The third decision concerns the British vetoes of the candidacies of Jean Luc Dehaene and Jean Claude Juncker for President of the European Commission. When this last British "no" came down, I sadly declared the death of the political Europe, a charge that brought me harsh criticism, even from friends.

Rocard, the Author, laments the negative, destabilizing events in the EU ensuing from structural inequalities and inherent political and cultural instabilities within the EU since its formation. Perhaps the tribal European nations are being saved from their collectivist errors by....FATE, abetted by poor forethought and planning.
Our last President spent a great deal of time furthering the interest of the "North Atlantic Alliance" even as he fast-tracked efforts of furtherance in regard to the North American Unions attempted progress, especially via the US Dept of Commerce. Well, so much for the Bush vaunted North Atlantic Alliance. The EU does not seem to be really there from the viewpoint of the author, and is essentially falling apart. The North American Union efforts are quietly hidden away although I suspect the minions are actively pursuing it. An open border is certainly one of the US had/has with Mexico in regard to NAU efforts....what a mistake.
Sorry buddy. Europe died in Sarajevo in 1914 at the Black Hand of french,russian and british fear for the preservation of their ill gotten gains.
