The IRS has a policy of giving upwards of 30% of "recovered" money to informers. If a disgruntled bookkeeper accuses his employer of evasion. Even without evidence he could receive millions and put his employer in jail or out of business.

kind of reminds me of East Germans who would be constantly in fear of their neighbor reporting them to the Stazi for a better parking place for the Trabant.
