"...cases of rape or incest or when the mother's life is threatened..."

These conditions of course are open to interpretation. Childbirth could always be defined as a threat to the life of the mother depending on the doctor. It all goes back to "what the meaning of the word 'is' is".

Why is incest listed? If incest isn’t rape, but rather between consenting adults, should it be included as one of those ‘hardship’ cases?
