A fair question. Revelation 11:6 describes the two witnesses like this:
"These men have power to shut up the sky so that it will not rain during the time they are prophesying; and they have power to turn the waters into blood and to strike the earth with every kind of plague as often as they want."
Even though no name is mentioned in this chapter, here are a couple of clues. Elijah was "famous" for causing rain to stop. Moses was known for turning the water in Egypt to blood.
