Adult, permanent residents (legal immigrants with green cards) are citizens of the country from which they emigrated until they become naturalize US citizens. When they have been residents of the US for five years they can then apply for US citizenship by naturalization.
The US citizenship oath requires the applicant to denounce loyalty to the prior State. Some countries (Israel) allow dual citizenship in spite of the oath of loyalty to the US, others do not (UK).

No alien is a “permanent” resident, they are only residents as long as their green cards are renewed and they can be tossed out at anytime. The MSM are such liars.

I believe the current law allows about 60,000 PR’s to convert to full citizenship each year.
However, I think the current number of PR’s living in America is about 1.5 million.
Citizenship is not an issue for many PR’s because they have almost every right granted to a full citizen.
Permanent Residency means he has a “Green Card.”
He can work legally, and he can receive Medicaid, Food Stamps, Income Tax credits, and SSI, which is the welfare version of Social Security and Disability Insurance for those who have actually paid no money into the Social Security program.
In theory, he can't vote, run for political office, or obtain a U.S. passport.
