The Rasmussen Reports daily Presidential Tracking Poll for Monday shows that 23% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty-two percent (42%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -19

Overall, 45% of voters say they at least somewhat approve of the President’s performance. Fifty-four percent (54%) disapprove.

over 21% self identifiy themselves as liberals (which might include some blacks.

So the zero has a absolute floor of about 30-35% approval.

Overall approval - strong dissaproval, 45% - 42% = 3. Don’t know who came up with it but don’t think it’s ever hit 0 or negative territory....yet. Soon perhaps.

Not a lot of history, Rasmussen's only been doing the numbers this way since Obama took the oval orifice, but sure, we'll go with that. :)
