I think so. It is a federal felony, there is a first hand witness and accuser who is involved as a first-party to be approached with the offer, it's a meaningless offer without the President's direct approval and there is significant evidence of a previous incident of the same crime establishing a pattern of behavior.
If that's not a smoking gun then I need to smoke something else because I don't know what it takes to qualify as a high crime here in bizarro world anymore. ;^)
