On one boring night in the late 90’s, we were watching cspan, Clinton was hosting a State dinner for the King of Morocco and his wife.
Hill was wearing a momo, and Bill was checking out all the ladies in the receiving line.
Mrs. Springman said, “He’s checking out her boobs!!!!”, about one lady.
Think Bill might have been “Happy” that night.
