President Obama is working on health care legislation intended to reconcile differences between House and Senate Democrats that could be attached to a budget bill and avoid a Republican filibuster, according to a published report.
The president's proposal, which is still being written, will be posted on the Internet by Monday morning, senior administration officials and Congressional aides told the New York Times.
By piggybacking the legislation onto a budget bill, Democrats would be able to advance the bill with a simple majority of just 51 votes, averting a Republican filibuster in the Senate.
The White House signaled Thursday that an aggressive, all-Democratic strategy for overhauling the nation's health system remains a serious option, even as Obama invites Republicans to next week's televised summit to seek possible compromises.
"It will be a reconciliation bill," the Times quoted a Democratic aide as saying. "If Republicans don't come with any substantial offers, this is what we would do."
The administration's stance could set the stage for a political showdown, with Democrats struggling to enact the president's top domestic priority and Republicans trying to block what many conservatives see as government overreach.
Obama's plan, like the House and Senate bills, would expand coverage to some 30 million, require most Americans to carry insurance or face financial penalties, and block insurers from denying coverage to people with pre-existing medical conditions, the Times reported.
One Capitol Hill Democrat told the Times abortion remains "a wild card."

Article 1 Section 8 does not specifically list regulating health care as a power granted to Congress. The people are not bound to comply with any unconstitutional act of Congress. People need to stress this point with their Congress critters.
Vote them all out, and then repeal the whole Obama mess, Executive Orders and all. Cut off his funding,,,,Congress still controls the money, cut it off. Defund his Czars and appointees. Put him on an allowance. Make him have to ask Congress for permission to spend more than his paycheck. There are ways to handle this.

If they had any ability to actually do this, it would be law today. This is a bluff and the screams from the media seem to be working on the GOP bed wetters. It’s time to man up and call them on this. They are going to try to bend arms and get the rank and file to claim that the mean GOP Made me do this. Every member of congress worth keeping should be out there hunting down a microphone and shouting that the GOP has a plan and that the Communists won’t listen to it.
Once it’s passed reversing it would be impossible short of revolution and even then. Look at Argentina, the countless right wing coups could not dismantle the welfare state and expectations built up by the peronist left. The result becomes an irreversible process.
Tennessee has joined several other states in trying to pass a Health Care Freedom Act. NO COLAs for granny, retired Military or retired fed employees. BIG NEW fees for Tricare for Life retired over 65 Military's secondary health ins. (DOD bill already passed, delayed but goes into effect 2011)

Tricare fee increases imposed last week by the Defense Department will be repealed by a provision of the compromise 2010 defense authorization bill unveiled Wednesday by House and Senate negotiators.

The fee increases were announced on Sept. 30 and took effect on Oct. 1, but the defense bill, HR 2647, includes a provision barring any fee increases until the start of fiscal 2011.

Retired Army Maj. Gen. Bill Matz, president of the National Association for Uniformed Services, said the announcement of fee increases was shocking considering that the Obama administration promised earlier this year to hold off on any new fee Tricare fee increases until fiscal 2011.
President Obama and DoD assured NAUS and the entire military family earlier this year that there would rightly be no increases in any Tricare fees in fiscal 2010, Matz said. We took them at their word, and I cant believe that a co-pay increase like this was allowed to go forward, he added.
