I'm not sure. I do know EO's can be amended by only by a President.

Congress may overturn an executive order by passing legislation in conflict with it or by refusing to approve funding to enforce it. In the former, the president retains the power to veto such a decision; however, the Congress may override a veto with a two-thirds majority to end an executive order. It has been argued that a Congressional override of an executive order is a nearly impossible event due to the supermajority vote required and the fact that such a vote leaves individual lawmakers very vulnerable to political criticism.

Doubtful it would help. First, they would have to write a law to counteract the executive order, then get it passed through both houses of Congress then get the President's signature or override his veto. Since the Democrats will either continue to have majorities in both chambers or, at the very least, be able to sustain a veto override, it wouldn't be worth the effort unless the EO was so offensive that even a large contingent of Democrats believed it went too far.

The legislative branch controls the purse strings. They can defund any and all executive bureaucracies.
