Stopping the outflow is up to the person in the mirror. Stop looking for government - any level - to do what individuals must do for themselves.
BTW, if there is no 10th Amendment - or a need for it - repeal it. I welcome that fight.
The trouble with the 10th is the IRS. The states have to step up to the plate and arrest if necessary IRS agents that harrass their citizens. I love the 10th it is just it is often discussed without reference to the money flow.
