My bet is that a good part of this money will be greasing the palms of Obama cronies in Illinois. I would also expect to see millions of dollars in “renovations” done by Chicago construction unions and juicy service contracts awarded to SEIU. It’s the Chicago way of doing things.
Obama’s answer to everything...throw more of our money at it.
Don’t forget the contract changes and cost over runs.
