We had
Gold Certificates, since gold is a precious metal with innate value.
Then we had Silver Certificates, since silver is another precious metal with innate value.
Today we've gone beyond that level of sophistication. The liberals are proposing Carbon Certificates, since they think that carbon has negative value.
