I;m sure the terrorists have thought this through: malls simply don't have the crowd density that transportation systems have to maximize the body count. Ease of entry also means ease of escape for shoppers. A transportation system is a moving object with people confined and unable to escape their fate.
This article is just a sensation piece. No we don't need metal detectors and ID cards to enter malls.

Unfortunately, they don't need to maximize the body count. Half a dozen is enough to make the national news.
Repeat it often enough simultaneously or in a short period of time, and the effect on retail businesses would be devastating.
