No kidding. I don’t think he ever outlined how this “civilian” national security force would be commanded.
I don’t recall him talking about how it would be commanded either, but I know I was just as stunned when I heard him talk about it during some speech he gave.
Maybe somebody on this thread remembers that speech and can tell us where we might find a YouTube of it ..?????
