They are trying to coordinate/control the National Guards in all the States as well as first responders/State and local LEO's..............
This can't be good...and there is no reason for it unless they are either planning a constitutional crisis, or they expect one.
At best, any attack on the homeland by a terrorist or natural caused event will only affect a State or two at most. This seems like wayoverkill to me. Totally unnecessary as Governors coordinate as needed now without any damn order.

My guess is that the constitutional crisis could come on Jan 20, 2010 if/when they refuse to seat the newly elected Senator Scott Brown from Massachusetts.
