The city in which I lived tried a pilot programme with red light cameras. They increased collisions at intersections. When the programme was put to a public vote, the programme was terminated. Also, there were allegations that the city's traffic engineer received a kickback from the company that manufactured the cameras.

We hate the cameras here in AZ. We found out that they shortened the yellow light time to make sure more people got tickets. It has nothing to do with safety. It’s all about generating cash.
