Agencies lied in 2001 when they assured us that Charles Bishop/Bishra the Tampa teen kamikaze pilot crashed a stolen plane was NOT an act of terrorism. It was in the first line of his suicide note as well as praise for Osama and an empty bomb threat against the 2002 Super Bowl. The note was suppressed for a couple of months (but it was in his pocket at the time of the crash and in authorities hands at the time they denied any terrorist motive in flying a plane into a bank).
I’d wager that all genuine attacks are “dry runs” until the opportunity presents itself to carry out the deed (bail out of the plot if it may not be successful).

The bomber was traveling on an Italian passport according to the Dutch terrorism spokesperson.
It’s not likely they’d subject a whole planeload to this treatment unless it was a really dicey situation and they just didn’t have any other way to try to see if someone on board was extra nervous about being in the same room with his baggage.
Even if this were the scenario, yeah, I would hope at the first sign of someone acting squirrelly and desperately trying to get out of the room, the authorities would have a plan to get everyone out safely.
In the 80s in Germany when they were dealing with a lot of domestic terrorism, and in Middle Eastern destinations, they would line the bags up on the tarmac by the plane. You had to walk by, identify your bags in the lineup, and have them checked against your ticket. Then you got on the plane — someone watched you get on -— and they put the bags aside for loading.
After all the passengers were on and the doors were closed, they loaded the bags.
If there were bags that no one claimed, which apparently had occured, special disposal teams were called.
It was not something I fully understood the significance of at the time.

OTOH, I agree with you that if you're going to do disinformation or legitimate shielding of leads, do it in a credible and convincing way.
OTOH, I don't know if Oscar-worthy performances by gumshoes is really the way to go.
Of course, there is a happy and effective median between ineptitude and excelling at deceiving.

They U.S. Government has stood by and watched tens of millions enter this country illegally, (during war time) while supporting this violent invasion, and forcing legitimate Americans at gun point, to pay for it.
We know damn well this has totally undermined and compromised our entire electoral process, along with our entire system. This lawless epic invasion has virtually changed American history. We know this.
This incremental, destruction of our system, borders and our sovereignty has taken place over a period of several decades now, and has accelerated rapidly since the early 1980s.
I mean, who films an entire flight? And one that just happens to turn out to be a terrorist target? Hmm?
And are there no security cameras at the airport, filming the boarding process?
