Finland is a tad different than the rest of Europe. For one thing the Russians stole half their territory in the 1940s. For another thing they keep a lot of military grade weapons around in the hands of the people.

Then there's the language thing ~ did you see how that stuff translates on the computer translation systems ~ wow ~ you still need a dictionary to break it down.

No doubt this forces the Russians to keep a cadre of Finnish language specialists on standby "just in case".
