There are places in Yemen where the government has no presence because of rebel groups. That's what the Saudis crossed the border to help them with.

One of many ridiculous things about this is our Moron in Chief wants to ship a number of Yemenis back there so he can close Gitmo. He's just stocking the pond with more fish.
