Same trick as California, delay tax refunds.
Only, next year smart persons will take steps
to cut the withholding so that they end up owing
the state not looking for a refund.
Or they use the state stealing from them as an excuse to report less income to the state in the first place.
Net result is next year the state looses out big time.
Perhaps they could turn off the runway lights for the Christmas Season to save energy.
That should have been the first thing to go when the recession hit.

Yes, they do, but Air Force One may need to land in the Tropical condition they have; this thing called “dark” in Hawaii...and it would be a PITY if...well, you know? n/s

Only state I haven’t been to is Hawaii,
Promised myself the only way I’d go to that one is if I got a chance to sail there.
Hasn’t happened yet,
But there still is hope.
