The good news is that the 2011 House will have to appropriate funds.

If that is the case, all we have to do is win a majority in the House in 2010 and then not fund this stupid thing.

Yes.

It will be a dicey task for a hopefully conservative 2010 House leadership. But the bigger the margin of victory, the easier it will be to hog-tie The One until 2013.
