Just after 9-11 we spent billions upgrading 1st responders - I remember I thought at the time that pre-positioning all over the US would have been more efficient ... now as I understand it if the SHTF & cell services go down it’ll be 9-10 all over again - we won’t even be able to talk to each other ...
There have been terrorism exercises in cities all over America since 9/11. As far as I know citizens haven’t been involved in those exercises, other than those who elected to be participants in them. If, in the blink of an eye, such an event happened, how many elderly or clueless people do you know who wouldn’t have enough food, water, medical supplies or transportation to maintain their ability for survival? If ever the boy scout motto were applicable (BE PREPARED) it certainly is these days.
