The MP's are the military version of your local police department. They enforce many of the same type of laws that your local police do. Some are on traffic patrol while others look after the kids at the on base night clubs.
Just like the local police cannot be everywhere at once, neither can the MP's.
What about changing procedures so our guys won’t have to go through this again? Is that impossible? (Increasing security) hasan knew there’d be no protection at forthood, he knew the weakness and took advantage of it.

According to this source, the now infamous pre-9/11 walls erected within government agencies have returned, but this time they are higher and stronger. There is an unwillingness to address delicate intelligence and security matters by sharing information outside of the beltway, and that directive comes right from the top.
