IF the individual plan has to sign up on the exchange, it means it is no longer an individual plan, it is a group plan outside employer group plans. So the individual plan becomes “illegal”, even though you can “keep” your plan, so long as your plan decides it wants to switch from individual plans to group plans, and wants to meet all the new requirements of being in the exchange.

Note that Ezra freely admits that your individual plan will have to change to meet the official group plan requirements, so it effectively ends your indivudal plan and exchanges it for a group plan.
