That map shows all existing seismic plates.
As you can see, the plates at work in Panama/Costa Rica (Cocos/Nazca/Caribbean) are not the same ones affecting California (Pacific/Juan de Fuca/North American.)
Aside from that, there are hundreds of quakes of all sizes worldwide, and how (or if) they interact no one knows, that I am aware.
