ICR is privately funded, I believe. The reason they study stuff like this is because the believe in bringing creationist research to an evolutionists world.

I'm fairly certain the ICR does not actually "study" anything other than local politics, group think, and what the latest indices are regarding what creationists will swallow next.
Why should the atheists have all the research?
They don't. The vast majority of research scientists in all fields do not identify as atheists. And as far as ICR is concerned, they don't do "research." They gloss over real research and repackage it with quote mining and word games, always ending each blurb with, "It's very difficult to understand, therefore God did it." That's not research, that's apologetics.
