Because a country as small as Israel could be wiped off the map quickly in a nuke strike and needs a hidden nuke sub fleet to ensure retaliation capability.

Not to mention those great machine builders and chemical engineers, the Germans, are Iran’s number one trading partner.( any day now the Iranian car industry will dominate the world, right?)
I suppose this is a case of Germany supplying both sides.
