Nope. It's not illegal for the person in charge of the records office to inspect and review the records held by that office. The concern is HIPPA rules, but nothing she said bumps up against that.

If she’s seen it, that and 50 cents won’t get you a cup of coffee. The original Certificate, probably filled out by Madelyn Dunham, who forged Stanley Ann’s signature, looks OK, but is fraudulent becasue it claims the Illegal Alien was born in Hawaii, when he wasn’t. From there on it’s just classical GIGO, with every statement or certification being based on and repeating the original fraud.
