It would seem that the "clerics" of the Religion of Violins are the inciters. Send most of them to Gitmo for a while.

Personally . . . sending them to Davey Jones Locker would be my preference . . .

perhaps by route of being keel hauled stem to stern with the USS Ronald Reagan.
