His isn’t Manolo’s character; Manolo almost falls for his con though.
Its funny. Almost everyone in the story is betraying someone, except Manolo. This guy (Vega) makes a huge living promising immunity that technically he can’t deliver. By the time they find it out, though, they’re in jail, and he’s got their money.
Apparently the real Vega was paying off prosecutors so at least some of them did get a deal.
