One would think that preventative measures would have been taken....based on the history of the area.
I lived in SoCal..and still have relatives there.
When you have generations of brush allowed to grow in draws, valleys, etc...You are asking for trouble in that area of the country.

Given terrain, weather conditions, costs and other variables, fire prevention in California is the best anywhere.
