Does this apply to turistas?
I was wondering the same. One FReeper speculated that this might be a way to attract more students back to border cities. I don’t know. But if alcohol contributed to the deaths of a certain amount of students, imagine what’s going to happen to them once they have lots of access to the downer drugs and they pass out.
