Jesse is saying they used to be taught reading writing and arithmatic, now don't teach phonics. Baruti agrees and adds that the students need to look in the mirror and see historic and cultural relations to their own life. Jesse asks what that means. Baruti tries to explain. Jesse (and me too) don't understand. Jesse says how do you do that teaching 2 + 2? Baruti says take ownership, say 2+2 is 4 and you invented that. I still don't understand.
